You need two platforms to build a web database
They are Bluehost/WordPress and Caspio.
Both platforms are highly recommended for those who have low or no knowledge about codings.
What is Bluehost/WordPress?
Bluehost is a hosting provider and WordPress is a website building tool. The good thing about these two is that when you pay for a Bluehost account, you are entitled to use WordPress for free.
In simple English, Bluehost allows you to run your website 24/7 and WordPress allows you to design how your website looks like.
What is Caspio?
It is an online database software application that not only allows you to customise database interfaces but also allows you to store tons of information to the cloud storage and access it anytime anywhere you want.
How do I use my web database?

Similarly, flexible on the website update that you can update the website anytime you want without extra monetary cost.
Downsides
Require some basic computing knowledge to use the platforms.
Although the design cost is nothing, the periodic maintenance cost can be quite high; especially Caspio charges fairly higher than the competitors because their product is better.
